Public comments in major regulatory proceedings are increasingly challenged on AI authorship grounds. The challenge is not whether AI was used — most modern commenters use it. The challenge is whether the human commenter actually formed and stands behind the views.

Sample disclosure: "This comment was prepared with AI assistance for prose refinement and structural feedback. The factual claims, policy positions, and recommendations are mine, formed independently and reviewed in full. A verifiable record of AI consultation and human adoption decisions is retained at attestation ID [redacted] and is available to the docket on request."

The deliberate ordering — assistance type, human ownership, verifiability — is what gives the disclosure its resilience. Each clause closes a different line of attack.
